AO1 What is binge drinking? Definition Binge drinking is, defined as people consuming a large amount of alcohol in a small amount of time and planning to get drunk (NHS, 2016). Binge drinking has now become a bigger problem in the world, binge drinking used to be described as heavy drinking over several days, but now it is known as a heavy consumption of alcohol over a short period of time. From the researchers evidence it is thought that binge drinking for men is to have eight or more drinks and for women, six or more in a short period of time. Recommended Units The recommended units of alcohol men and women should drink in a week is no more than 14 units. These 14 units needs to be spread out throughout the week, making sure that you have at least two to three alcohol-free days. Both men and women have now got the same recommended amount due to increase of cancer risk. It is though that men should not regularly drink more than three to four units of alcohol a day, if they do every single day, this means they are having between 21 units and 28 units a week, which is more than the recommended units a man should intake in a week by 7-14 units. For women it is recommended that they should not regularly drink more than 2-3 units of alcohol a day. If they intake, this amount of units in a week this means that they will intake between 14-21 units a week. This means that they would be in taking more than the recommended amount by 7 units. The Writing Process Writing a paper on the writing process is pretty hard. The writing process is different from one person to another. You come across questions like, What exactly is the writing process?; and Must you follow one persons writing process if yours is different?; This is where I came across the answer to my questions, write however you wish to write. If one person likes free write first and another person likes to write a draft first, let them do how they please. The writing process is something that you figure out yourself as you go through school. I personally think that is why they make us take English for so many years. Your papers should be filled with your voice. Voice is what makes your writing personal. But your voice could be different depending on what you write about. In the words of R. Plant, H. Lesser and P. T. Gooby(1980), they think that â€Å"people have no moral right to what they receive because no individual person can have a right to another personâ₠¬â„¢s charity. † In other words, Hong Kong Chinese traditionally considered social welfare as a relief to meet urgent needs, but not as a right. Suggested by Lau (1988), the primary moral basis for the development of this attitude is the lack of the â€Å"individualism† concept among traditional Chinese people. In simple terms, individualism is the positive view of human nature and is based upon two fundamental concepts: the respect of every individuals and the belief of equal rights for all. Everyone has a separate identity. While the comprehensive welfare system is developed upon individualism in the West, the concept of individualism was weak among traditional Chinese people. Reliance on family support While Hong Kong Chinese people think that the government has no obligations in satisfying their basic needs, people’s basic needs were usually satisfied within their own families. In case of having problems which were beyond the control and capabilities of their families, they tend to seek help from their clans, neighbors or villagers. Lau (1982) used the concept of â€Å"utilitarianstic familism† to describe the reliance on family support of Chinese people in Hong Kong. According to Lau, Utilitarianistic familism means ‘the normative and behavioral tendency of an individual to place his familial interests above the interests of society and of other individuals and groups, and to structure his relationships with other individuals and groups in such a manner that the furtherance of his familial interests is the overriding concern (Lau, 1982). As every member in the familial groups considered the interest of the family was prior to other interests, family members tended to seek help from or provide help to one another rather than outsiders when they faced some financial difficulties. The responsibility of a family member is greatly emphasized, especially in terms of mutual assistance. This gradually created ‘economic interdependence among familial members’ (Lau, 1982). This unusual strong emphasis was further studied by Lau, and he proposes that the mutual assistance among familial members in many cases will be considered as long-term investment with the hope of a pay-off in the future. Another research done by Lee Ming Kwan in 1988 (Lee. M. K. 1991. Family and Social Life. Lau. S. K, Lee. M. K, Wimp’s. , Wong. S. L. p. 53. Indicators of social development, Hong Kong 1988. As suggested by Lee, these findings are â€Å"consistent with the syndrome of utilitarianistic familiam: the larger society and the polity are kept at a distance while familial groups are relied on as the principal agents for safe-guarding and furthering one’s interests. Chow(1986) further explained that. The development of social welfare was largely ‘a history of charitable effort’. Religious organizations like Church World Service, Catholic Relief Services, Lutheran World Services; indigenous organizations like Tung Wah Group of hospitals and the Po Leung Kuk became the main providers of social welfare. There were also some mutual aids associations like clansmen associations, mutual aids societies and locality associations which provided help for destitute members by collecting subscriptions from those who were more fortunate. Their effort was mainly concentrated on relieving the very poor and their dependent members. Self-reliance People would satisfy their basic needs by their own effort rather than with government assistance, unless they tried their best effort and failed. The ideas of â€Å"no one should depend on the welfare system for more than is necessary† and â€Å"welfare should be earned by one’s effort† are further supported by the study conducted by Lau in 1990. (â€Å"Indicators if social development. Hong Kong 1990†. ) In the study majority (over 40%) of the respondents agree that welfare services should go to the most needed. Only 3. % of the respondents think that welfare should be distributed on a charity basis. Referring to the survey conducted by Lee Ming Kwan in 1988 (table 2. 4), almost half of the respondents claims that they would solve it by their own effort in case of they or their families run into financial difficulties. In contrast, only about six pe rcent of them claim that they would seek help from relevant government departments. The finding indicates that Hong Kong Chinese in general tend to put great emphasis on one’s own effort in times of adversity. This conclusion is also consistent with the findings by Lee Ming Kwan in 1990. In the survey, people were asked to identify their source of help that they would most frequently resort when there were needs in eight areas. According to the figures collected(table 2. 5), when the family was troubled by financial problems, 27% of the respondents would seek help from oneself while none of the respondents would seek help from social services. When difficulties occurred in work or career, over 45% of the respondents would work them out by oneself. In general, close kin, relatives, neighbors, workmates and friends had all been active in the respondent’s help-seeking network. As a highly commercialized and industrialized society, Hong Kong has often been described as a city where no one is concerned about the well-being of other people. As upward social mobility through political channel was blocked under British colonial rule, people could only place emphasis on economic pursuits. They were thus often characterized to be highly egoistic, materialistic and pragmatic. A lukewarm attitude towards the government and other matters outside personal orbit was shared among majority of Hong Kong people. The better-off class was unwilling to share resources with the poor. Fighting for more social benefits from the government was something undesirable as this might disrupt order and stability. They just wanted to maintain the status quo. ) Changes in people’s values and attitudes towards social welfare Political change – democratization and the change of sovereignty Hong Kong has been undergoing a gradual process of democratization since the 1970s. There was the first election of District Board in 1981. Before 1985, members of Hong Kongs Legislative Council received executive appointment. They served as an advis ory body for the colonial governor and had no power to introduce legislation or overturn acts of the executive. The British colonial government began to introduce democratic reforms into Hong Kongs legislature after the signing of the Joint Declaration in 1984. Beginning in 1985 these representatives were elected by professionals from functional constituencies. It was not until 1991 that any part of the legislature was elected directly through geographically defined constituencies. After 1989 Tiananmen Massacre in Beijing, Governor Patten was sent to Hong Kong to further accelerate the democratization process. The voting age was lowered and the number of voters selecting LegCo seats through indirect elections was raised. Under such reforms, Hong Kong people have become more politically socialized. Through the experience of election and political participation, the Hong Kong people have become more aware of their rights, including their right to social welfare. The change of sovereignty in 1997 also contributed to an increasing social expectation on the government. The handover has enhanced sense of belonging among the Hong Kong people and they now expect their own government to be more responsive to their needs. It is submitted that the introduction of the Principle Official Accountability System is also another reason for the rise of expectation on the government. Breakdown of traditional family system Nowadays, the family system is losing most of its traditional functions. With high percentage of old people, increasing number of young mothers going out to work, escalating incidence of divorce and higher number of domestic violence reports, family may no longer be acting as an institution where emotional, social and financial support can be provided. Instead, the family is now shedding most of its responsibilities on the society and people expect more from the government. Also, with the change in family structure and increasing economic difficulties, some problems may be so burdensome that is beyond what a family can handle. Many look to government for help as a result. . Economic difficulties The Hong Kong society is facing many challenges today. Economic restructuring, rapid ageing population and erosion of family functioning are some of the biggest challenges identified by the Hong Kong Council of Social Services. The new mode of business operation due to technological globalization causes structural job displacement and leads to high rate of unemployment. The ageing of baby-boomed generation increases financial burden of the family and our society. According to a survey conducted by the Hong Kong Institute of Asia-Pacific Studies, 59. % respondents considered social cause as the reason for poverty. Only 14. 2% considered individual problem as cause of poverty. As most people believe that it is not their fault or laziness which makes them poor, they expect the government to give them more help. It should be noted that not only the grassroots, but also the middle class has adopted a more active attitud es towards public affairs. In the past, the middle class as a whole seldom took up class-specific issues through collective action. However, many middle class families now find that they no longer have a secure future to look to. Some are even suffering negative equity. In the July 1st parade, the middle class was actually the backbone of the protest. This shows that the middle class is no longer apathetic with social issues now. More aware of rights as a citizen People become more aware of their rights as citizens and their social awareness were increased, more attention have been given to the issues on welfare services and social policy. According to the study conducted by Wong Chack-kie in 1993 (indicators of social development Hong Kong 1993), public welfare represents a contract of rights and duties among citizens of a society, and the Government’s welfare responsibility is supported. Political parties in the 90’s joined the legislative council and exerted pressure on government’s social policy formulation. People were taken part into the vote as the legislation of social policy was opened to the public, so people’s awareness of the rights to receive social welfare services were raised. In addition, democratic parties’ campaigns encouraged the development of social welfare. For example, in 1991, â€Å"one man one vote† was realized and eighteen members were directly elected in the Legislative Council. More issues related to social welfare policy were being discussed in the Legislature afterwards. The set up of the District Board also encourage the expression of opinions towards public welfare. The responsibilities of the District Board is to advice the District Management Committee on the well being of district residents and on the provision and use of public services and the priorities of government programs. Citizens who had lived in Hong Kong for seven years would have the right to vote and elect their representatives to reflect their ideas on the government’s social welfare policy. Although the District Board had a limited authority and no power to the legislation of the social policy, the public could express their opinions through the District Board. Members of the District Board gave vote to the problems and needs, which are uppermost in the minds of the people of the District. It made suggestions for improvement of social welfare. For the sake of receiving better social welfare services, people would voice out their opinions and suggestions. Growing demand on quality social services provided by the government After the change of sovereignty in 1997, people have higher expectations on the government and are more demanding in terms of social services provision. After the 1st July 1997, Hong Kong became the special administrative region (SAR) of China and the British colonial government no longer holds the sovereignty. The government of Hong Kong Special Administrative Region (HKSAR) announced that social welfare, including the extent of education, housing and elderly care, would be carried out efficiently in order to improve peoples’ life. In the past, people felt helpless under the colonial ruling and the self-reliance id eology was formed. After the transition of sovereignty in 1997, people began to expect more on the government as their â€Å"own government† rather than a government in a â€Å"borrowed time† and at a â€Å"borrowed place†. People are less reluctant in seeking government’s assistance. Hong Kong’s economy has been in decline for some time. After 1997, GDP growth slowed to 2. 3 percent a year, compared to 5 percent previously. Structural unemployment arises due to the offshoring of jobs to low-cost economies, and business process improvements in which redesign of operating processes and IT-enabled process redesign reduce the number pf people that need to be employed. The portion of respondents perceiving â€Å"government assistance† to be the best way in meeting personal needs has almost doubled from 4. 7% to 8. 6% from 1998 to 2001. This drastic increase could partly be attributed to the economic turmoil which disables many in meeting their basic needs, thus turning to the government for assistance under no choice. d) Traditional values towards social welfare that are still commonly uphold Self-reliance and reliance on family The upholding value of self-reliance could be reflected in the survey conducted by C. K. Wong and K. Y. Wong in 1998. Referring to table 3. 3, comparing the figures obtained in 1998 and 2001. For each year, around seventy percent of the respondents have the perception that one’s own effort in the best way in meeting personal needs. The rather stable figures indicate that self-reliance is still a commonly uphold concept among Hong Kong Chinese in general. A survey was conducted by Leung Sai-wing in 1997 to study how people assess the extent of poverty in Hong Kong. A great majority of the respondents chose individual failure from the answer categories as the main reason for Hong Kong Chinese being poor. including â€Å"the poor are lazy and lack of willpower†, â€Å"they do not have good educational qualification†, â€Å"they do not know how to speculate†, â€Å"they have been unlucky†, â€Å"they have unhealthy habits† and â€Å"their children do not support their living†). The one-fourth of respondents choosing â€Å"injustice in society† migh t be attributed to their dissatisfaction with the present institutional arrangement of wealth distribution. Anyway, the majority of them still explain poverty in terms of individual failure, which reflects people’s emphasis on self-reliance. Table 4. 1. Though people are usually referring social welfare to a narrow definition of providing help to those who are poor and needy, we, in recent years, discover that there has been progress in people’s perception of the term ‘social welfare’. People are trying to interpret the term in a boarder sense. They are also more open-minded towards social welfare and dependency on the government nowadays is more common than before, though we should not overlook the existent of the self-reliance ideology in the mind of many Hong Kong people. There is a growing urge for social assistance particularly due to the worsening of economic condition. It is not surprising that government spending on social welfare has been increasing over years. Seawater Composition and Salinity :: Tides and Salinity

Using the decanted supernatant solution from the precipitation experiment, a wire loop was dipped into the solution. This loop was stuck in the flame from a Bunsen Burner and heated until a flame appeared. The presence of a bright yellow flame confirmed that Na+ was in attendance. Using a cobalt glass as a filter, the loop was examined and a violet flame was present, showing that K+ was also in the supernatant solution. Testing for NH + This test was carried out using the original solution to avoid contamination of ammonium salts from the other procedures. 0.1M NH4CL and DI water were added to a large well on the micro drop tray before drops of 6M NaOH were added. A piece of red litmus paper was put on top of the well and covered with a watch glass. The appearance of an unmarked blue color, a direct result of the release of NH3 gas, on the paper confirmed the existence of NH4+. The experiment was repeated using seawater instead of the 0.1M NH4CL and DI water combination. ! Quantitative Pre-Gravimetric Set Up Test tubes were obtained and labeled using a bl according to which test the sample was intended for Barium) and what depth the sample was obtained at or bottom).All the test tubes were put in a beaker and an oven at 110˚C for half an hour to dry. The test tubes were then weighed and their new weights recorded, before 6M Nitric Acid (HNO3) was added to each to acidify it. 0.1M Silver Nitrate (AgNO3) was introduced, causing a white precipitate to form. The solution was stirred with a glass rod and centrifuges for approximately a quarter of an hour. Once complete, another series of drops of 0.1M AgNO3 were added to ensure complete precipitation and the solution was recentrifuged for several minutes. The supernatant solution was decanted into a wast container and DI water was mixed into the precipitate to clean it. The solution was centrifuged, supernatant decanted, and rinsed with DI water once more before being centrifuged and the aqueous solution decanted for a final time. The test tubes were then returned to the beaker and placed back into the oven to dry for a week.

James Fowler’s “Stages of Faith” Essay

In response to James Fowler’s â€Å"Stages of Faith†, I have to agree with a majority of these stages. With assumption that there are no social, physical or mental deficiencies, his stages are appropriate with life development. As I read his stages of life, I found myself giving him credit for a â€Å"rule of thumb† or â€Å"generally speaking† type of tone. Stage 0 is a predictable stage of life. â€Å"Primal or Undifferentiated† their faith is characterized by an early learning of the safety of their environment consisting of warmth, safety and secure vs. hurt, neglect and abuse. In all cultures and communities this is very common. As I read onto stage 1, this is where I started to not disagree, however extend the stages beyond his age interpretations. Stage 1 is a stage that does not just symbolize ages three to seven. Rather, their whole life in some say. Stage 1, â€Å"Intuitive-Projective†, can be developed into late adulthood until an image is created. Stage 2 seems to be the most fun we come across as parents. The name should really be called the â€Å"Imagination† stage. They imagine wild stories of consequences, illogical reality and really a misinterpreted way of life. However, their faith is fun and completely interesting to listen to how they filter messages. Stage 3 of â€Å"Synthetic-Conventional† I could not agree with more. At my stage in life, I find myself sitting pretty in Stage 4; â€Å"Individuative-Reflective† faith. This stage of faith is based off of experiences in life and how to best adapt and relate to each item. Unfortunately this stage is also distracted with the responsibilities of life. In stage 4 we are raising kids, starting careers, buying houses, and finding a harsh reality of life. While it very fun and exciting, faith can take a back seat and not a priority. Stage 5, the mid-life crisis is occurring more and more often. My father in law, after 33 years packed up and left this past thanksgiving for selfish reasons he admits to. There comes a point in life that after stage 4 is complete and your job, whether raising kids, paying off houses, cars or raising kids comes to an end, you can become confused on the controllables and uncontrollables life. In 2002/03 over 61,000 students participated.An independent evaluation of the Young Enterprise Primary Programme found that 83% of the teachers judged that it had made a valuable contribution to the school curriculum. Cadbury Schweppes also supports the Prince’s Trust’s xL Club programme. This is a network of over 800 clubs across 513 schools comprising 9,000 young people who are at risk of under-achievement or exclusion. Through building partnerships between schools, local companies and the community on activities, which develop personal and team-building skills, the clubs help young people to realise their potential.By 2005 more than 12,000 young people are expected to participate in 1,000 clubs. An independent evaluation found real evidence that young people, many of whom are at risk of social exclusion, are gaining considerable benefit from the clubs. Some of the schools that have benefited under the Enterprise in Schools initiative have also receiv ed help from volunteer Cadbury Schweppes staff under the ‘You can make a difference’ programme. Laos Facts, History, and More Capital: Vientiane, 853,000 population Major cities: Savannakhet, 120,000; Pakse, 80,000; Luang Phrabang, 50,000; Thakhek, 35,000 Government Laos has a single-party communist government, in which the Lao Peoples Revolutionary Party (LPRP) is the only legal political party. An eleven-member Politburo and a 61-member Central Committee make all laws and policies for the country. Since 1992, these policies have been rubber-stamped by an elected National Assembly, now boasting 132 members, all belonging to the LPRP. The head of state in Laos is the General Secretary and President, Choummaly Sayasone. Prime Minister Thongsing Thammavong is the head of government. Population The Republic of Laos has approximately 6.5 million citizens, who are often divided according to altitude into lowland, Midland, and upland Laotians. The largest ethnic group is the Lao, who live mainly in the lowlands and makeup approximately 60% of the population. Other important groups include the Khmou, at 11%; the Hmong, at 8%; and more than 100 smaller ethnic groups that total about 20% of the population and comprise the so-called highland or mountain tribes. Ethnic Vietnamese also make up two percent. Languages Lao is the official language of Laos. It is a tonal language from the Tai language group that also includes Thai and the Shan language of Burma. Other local languages include Khmu, Hmong, Vietnamese and over 100 more. Major foreign languages in use are French, the colonial language, and English. Religion The predominant religion in Laos is Theravada Buddhism, which accounts for 67% of the population. About 30% also practice animism, in some cases alongside Buddhism. There are small populations of Christians (1.5%), Bahai and Muslims. Officially, of course, communist Laos is an atheistic state. Geography Laos has a total area of 236,800 square kilometers (91,429 square miles). It is the only land-locked country in Southeast Asia. Laos borders on Thailand to the southwest, Myanmar (Burma) and China to the northwest, Cambodia to the south, and Vietnam to the east. The modern western border is marked by the Mekong River, the regions major arterial river. There are two major plains in Laos, the Plain of Jars and the Plain of Vientiane. Otherwise, the country is mountainous, with only about four percent being arable land. The highest point in Laos is Phou Bia, at 2,819 meters (9,249 feet). The lowest point is the Mekong River at 70 meters (230 feet). Climate The climate of Laos is tropical and monsoonal. It has a rainy season from May to November, and a dry season from November to April. During the rains, an average of 1714 mm (67.5 inches) of precipitation falls. The average temperature is 26.5 °C (80 °F). Average temperatures over the year range from 34 °C (93 °F) in April to 17 °C (63 °F) in January. Economy Although the economy of Laos has grown at a healthy six to seven percent annually almost every year since 1986  when the communist government loosened central economic control and allowed private enterprise. Nonetheless, more than 75% of the workforce is employed in agriculture, despite the fact that only 4% of the land is arable. While the unemployment rate is only 2.5%, approximately 26% of the population live below the poverty line. Laoss primary export items are raw materials rather than manufactured goods: wood, coffee, tin, copper, and gold. The currency of Laos is the kip. As of July 2012, the exchange rate was $1 US 7,979 kip. History of Laos The early history of Laos is not well-recorded. Archaeological evidence suggests that humans inhabited what is now Laos at least 46,000 years ago, and that complex agricultural society existed there by about 4,000 BCE. Around 1,500 BCE, bronze-producing cultures developed, with complicated funeral customs including the use of burial jars such as those on the Plain of Jars. By 700 BCE, people in what is now Laos were manufacturing iron tools  and had cultural and trade contacts with the Chinese and Indians. In the fourth to eighth centuries CE, people on the banks of the Mekong River organized themselves into Muang, walled cities or petty kingdoms. The Muang were ruled by leaders who paid tribute to more powerful states around them. Populations included the Mon people of the Dvaravati kingdom and proto-Khmer peoples, as well as forebears of the mountain tribes. During this period, animism and Hinduism slowly mixed or gave way to Theravada Buddhism. The 1200s CE saw the arrival of ethnic Tai people, who developed small tribal states centered on semi-divine kings. In 1354, the kingdom of Lan Xang united the area that is now Laos, ruling until 1707, when the kingdom split into three. The successor states were Luang Prabang, Vientiane, and Champasak, all of which were tributaries of Siam. Vientiane also paid tribute to Vietnam.   In 1763, the Burmese invaded Laos, also conquering Ayutthaya (in Siam). A Siamese army under Taksin routed the Burmese in 1778, placing what is now Laos under more direct Siamese control. However, Annam (Vietnam) took power over Laos in 1795, holding it as a vassal until 1828. Laoss two powerful neighbors ended up fighting the Siamese-Vietnamese War of 1831-34 over control of the country. By 1850, the local rulers in Laos had to pay tribute to Siam, China, and Vietnam, although Siam exerted the most influence.   This complicated web of tributary relationships did not suit the French, who were accustomed to the European Westphalian system of nation-states with fixed borders. Having already seized control of Vietnam, the French next wanted to take Siam. As a preliminary step, they used Laoss tributary status with Vietnam as a pretext to seize Laos in 1890, with the intent of continuing on to Bangkok. However, the British wanted to preserve Siam as a buffer between French Indochina (Vietnam, Cambodia, and Laos) and the British colony of Burma (Myanmar).  Siam remained independent, while Laos fell under French imperialism. The French Protectorate of Laos lasted from its formal establishment in 1893 to 1950, when it was granted independence in name but not in fact by France. True independence came in 1954  when France withdrew after its humiliating defeat by the Vietnamese at Dien Bien Phu. Throughout the colonial era, France more or less neglected Laos, focusing on the more accessible colonies of Vietnam and Cambodia instead. At the Geneva Conference of 1954, the representatives of the Laotian government and of Laoss communist army, the Pathet Lao, acted more as observers than participants. As a sort of afterthought, Laos has designated a neutral country with a multi-party coalition government including Pathet Lao members. The Pathet Lao was supposed to disband as a military organization, but it refused to do so.  Just as troubling, the United States refused to ratify the Geneva Convention, afraid that communist governments in Southeast Asia would prove to correct the Domino Theory of spreading communism. Between independence and 1975, Laos was embroiled in a civil war that overlapped with the Vietnam War (American War). The famous Ho Chi Minh Trail, a vital supply line for the North Vietnamese, ran through Laos.  As the US war effort in Vietnam faltered and failed, the Pathet Lao gained an advantage over its non-communist foes in Laos. It gained control of the entire country in August  1975. Since then, Laos has been a communist nation with close ties to neighboring Vietnam and, to a lesser degree, China.

The Australian Wheat Board Scandal Introduction This essay will discuss the primary organisational structure and causes of the Australian Wheat Board scandal, hereafter referred to as AWB. This was a scandal of global magnitude, whereby AWB paid substantial monetary bribes to Iraq officials in blatant non-compliance of the regulations set out in the Oil-for-Food programme; which was established by the United Nations. The AWB case is a clear illustration of governmental corporate culture and demonstrates a plethora of systemic regulatory and policy failures, all of which further influenced and defined the AWBs decision-making process and unethical posture. The key causes of, and major influences on unethical behaviour determined from the Cole report are: -The AWB organisations strong profit driven demand to meet financial or business objectives, and the promotion of tolerance for illegal/criminal acts (white-collar crime) (Overington, 2006) -A culture of getting the job done, where corrupt acts are justified under the proviso that the greatest good will be achieved for the company (Overington, 2006) -A lack of control mechanisms and moral agents in both corporate and public sector governance (Overington, 2006) -The implication of privatisation of Australian rural entities (Bartos, 2007) -Policy and Regulatory design and the lack of adherence and implementation (Bartos, 2007) -Governmental oversight of wheat growing monopoly, international monopolisation (Bartos, 2007) -Conduct of foreign policy misconduct United Nations Oil-for-Food-Program International Trade Sanctions )Bartos, 2007) One crucial aspect to be considered is that Australia is a signatory to both the United Nations Convention Against Corruption and the Organisation for Economic Cooperation and Development Convention on Combating Bribery of Foreign Officials in International Business Transactions. Australias interpretation of the aforementioned United Nations Convention is The Criminal Code Amendment (Bribery of Foreign Public Officials) Act, referred to as the Bribery Act, which is the Australian Parliaments legislative implementation of the latter convention Literature Review It is common knowledge that conventional criminals consider it normal to utilise any instrument or weapon to perpetuate a crime, therefore, it would also seem normal for organisations to utilise the organisation itself to acquire money from victims by way of its deviant misbehaviour (Harris Hartman, 2002). These victims are varied and may be customers or the members of the organisation themselves (Harris Hartman, 2002). This is a prime example of what is referred to as the organisational weapon the organisation is for white-collar criminals as the gun or knife is for conventional criminals (Wheeler and Rothman, 1982, cited in Punch, 1996). Harris and Hartman (2002), state that an organisations culture consists of the values, norms, and attitudes of the people who intrinsically make up the organisation. Moreover, the stated values demonstrate what is important; whereas norms reveal expected behaviour; attitudes expose the mind-set of individuals (Hall, 2006). Therefore, organisational culture informs people what is important in the organisation, expected behaviours, and how to observe things (Hall, 2006). Culture is a part of organisational life that influences the behaviour, attitudes, and overall effectiveness of all members of an organisation (Gibson et al, 2000). Further to this, Daboub Coulton (2002) stressed the importance of organisations selecting business partners who share a comparable commitment to both the social and environmental practices and ethical commitment of the company. They further stated that this would assist in ensuring that the organisation is not placed in compromising situations due to unethical acts perpetrated by those companies with whom they have working associations (Daboub Coulton, 2002). Robbins (2000) argued that todays global business environment can lead to such problematic associations, and stated the need for organisations to take a fervent pro-active stance to further ensure that the codes of conduct under which they operate are transparent, implicit and adhered to by their associates (Robbins, 2000; Daboub Coulton, 2002). Furthermore, the political influence on large governmental or privatised organisations and the desire not to over-regulate can also be very influential. Politicians are mindful of the detrimental effect that heavy regulation can have on businesses that are often generous economic contributors. The will of governments not to introduce laws that hinder corporate activity is evidenced by the lack of substantial powers and penalties (specifically prison terms) available to regulatory bodies, the lack of resources available to enforce those provisions already available and governments commitment to regularly review any legislation that may impact adversely on competition. Case Analysis The United Nations Oil-for-Food program involved not only companies but also governments; however, various activities by the Howard Government were outside the provisions of reference of the Cole Enquiry, which was fundamentally sanctioned to examine the actions of the companies specifically mentioned in the 2004 United Nations report on the Oil-for-Food program. Furthermore, Cole was unable to examine the extent to which government policy during that period encouraged or discouraged bribes from the AWB, or equally as to whether Australian Government Ministers should have enquired further, especially considering that warnings were received that something was inappropriate, or indeed how the government managed its relationship with the AWB throughout this protracted process. To illustrate further, Henry Bosch former chairperson of Transparency International Australia and also one of Australias most experienced business regulators, argued that somebody, somewhere must have known what was going on. Bosch stated to the Ethical Corporation that he suspected, that the executives involved in winning contracts were a bit less careful than they should have been regarding the status of payments being demanded. The AWBs justification for this deviant and criminal behaviour was to argue that it simply was not aware of the payments. Moreover, numerous critics pointed out that it was virtually impossible for government Ministers and various other officials to not have known, especially due to the fact that the fees paid to the contractors selected by Saddam Husseins bureaucrats would have been noticeably and remarkably high, in fact, the AWBs responses plainly raised far more questions than answers. Numerous critics observed that, since the AWB was privatised in 1998, and consequently listed on the Australian Stock Exchange (ASX) in 2001 the AWB had noticeably become far more extreme than its former bureaucratic culture might have previously endorsed. Furthermore, a United Nations report on October 27, 2005 established that the Australian Wheat Board (AWB) had paid $US221.7 ($AU300) million in bribes to the Iraqi Government between 1999 and 2003 under the United Nations Oil-for-Food program (Whitton 2007). Through this mode of immoral and illegal behaviour, the AWB defrauded their shareholders out of their financial investments and profits as well as causing irreparable damage to Australias trade reputation globally. Further to this, the United Nations report on the inquiry into corruption in the Oil-for-Food Program, led by Paul Volcker, revealed that 2200 companies participating in the program were misappropriating funds from the United Nations accounts to redistribute them to the Iraqi government but none of the magnitude of the AWB. Moreover, the AWB was a company with a high profile and facing a serious legal problem, therefore the AWB was obviously likely to draw attention from both the Australian and worldwide public and media (Lukaszewski, 1997). Consequently, with the release of the report and mass media and public attention (Mackey, 2002), the AWB was obviously facing a dire crisis. Due to this in February 2006, the AWB managing director Andrew Lindberg resigned after demonstrated outrage throughout the press and collective Australian wheat growers. The AWB scandal has left an indelible black mark on the AWBs reputation throughout the world, and puts into question how reliable it was and how well suited it was to represent and market nearly all of Australias wheat to the overseas marketplace. In addition, the AWB was sued for AU$1 billion in compensation by collective wheat farmers in North America for alleged, bribery and other corrupt activities to corner the grain markets internationally (news.com.au, 2006). The effect of the scandal resulted in Iraq refusing to purchase wheat from the AWB and the consequential loss of a substantial overseas market for Australian wheat growers. In an attempt to minimise damage to the Howard Governments reputation, Prime Minister Howard launched an official enquiry in November of 2006, into the payment of bribes by the AWB Ltd, formerly known as the Australian Wheat Board, to the Saddam Hussein regime, this enquiry essentially produced a whitewash report designed for several key purposes. Foremost, was the need to clear Prime Minister John Howard and his leading ministers of any political and/or criminal responsibility pertaining to the payment of bribes to Iraqi bureaucrats. Another critical concern was to fend off United States agricultural interests that were demanding the dismantling of the AWBs wheat export monopoly as part of a ruthless trade war. To illustrate further, it was absoloutely paramount for the Howard government to prevent any examination of the motives behind Canberras participation in the U.S occupation of Iraq. Therefore, in an obvious act of scape-goating, enquiry Commissioner Cole singled out 11 former AWB executives and one ex BHP executive for blame, and the possibility of criminal prosecutions. Sanctioned by the Howard government the mass media immediately did its best to assist this diversionary exercise by dubbing these 12 individuals the dirty-dozen in newspaper headlines around the country, demonstrating the great measures that politicians will take to cover their corruption. Howards use of Cole, a trusted lawyer who had previously conducted a witch-hunting enquiry against building workers on behalf of Prime Minister Howard wreaks of the unfettered abuse of governmental power. In addition to this, Cole stated that it was obvious that the AWBs unethical policy in Iraq was to do whatever is necessary in order to retain the $AU500 million in annual wheat sales, and further stated that was precisely what the Howard Governments policy was at the time. The substantial and comprehensive documents tabled at the Cole enquiry confirm that the AWB, which was a government agency up until 1999 and then subsequently privatised continued to operate and receive Canberras protection, almost as a virtual arm of the Howard Government throughout the lead-up to the March 2003 U.S. led invasion of Iraq Conclusion The AWB scandal raises significant questions and concerns pertaining to the Australian policy-making processes and the attitudes of the government ministers involved.
